Kruer Engineering Construction is a California A licensed General Engineering Contractor in San Diego. We bid, contract, and build heavy civil and site work across Southern California: grading, utilities, drainage, pipelines, roadway, and paving.

Heavy civil and site work, bid and built by us
We hold the California A General Engineering Contractor classification, which covers fixed works requiring specialized engineering knowledge: excavation, grading, roads, drainage, sewers, water systems, pipelines, and site development.
That is the majority of horizontal construction in California, and it is the part of a project where the cost is buried in the ground rather than drawn on an elevation. It is also where most budgets go wrong.
Read the ground before the drawings
The geotechnical report, the utility record, and a site walk come first. The drawings say what is wanted. The ground says what it will cost.
Bid real quantities
Every number comes off a takeoff we performed, priced against current local material and subcontractor pricing, with the exclusions written down.
Build to the governing standard
City, county, district, and Caltrans standards differ in ways that matter. We build to the one with jurisdiction, not to a generic detail.
Document while the work is open
Testing, compaction, quantities, and as-built information get recorded before the trench closes, not reconstructed at closeout.
Finish the paperwork too
Punch list, final quantities, agency acceptance, and bond release are part of the job, not something that starts after the crews leave.

Our current California A General Engineering Contractor license is #1083980. The firm's original license, #777345, issued in 1994, remains active. Both can be verified through the Contractors State License Board.
Kruer Engineering Construction is a women owned and minority owned business, certified as a Women Business Enterprise and a Minority Business Enterprise. On public and institutional projects carrying participation goals, we count toward them as a prime or a subcontractor while performing the actual construction rather than passing it through to somebody else.
We carry the bonding capacity and insurance limits required for public and private work in California, and we provide current certificates, references, and prequalification packages on request.
Most construction budgets fail before a shovel moves
By the time a project reaches bid, the decisions that determine its cost have already been made. We get involved while those decisions are still reversible.
Owners rarely lose money because a contractor priced the work incorrectly. They lose money because the scope was never fully defined, the site conditions were never fully understood, and the drawings sent to bid did not answer the questions a contractor needed answered. The gap between those three things and the signed contract is where change orders live.
Our work is to close that gap early. We build the budget from the geology up, review the design the way a bidding contractor will read it, and tell you where the risk actually sits before you commit capital. When construction starts, we stay on the owner's side of the table for the duration.
Real costs. Feasible scenarios. Minimal risk. Those three ideas have governed every engagement we have taken since 1994.
That approach works on a highway widening, a water pump station, a 500 acre master planned community, and a downtown infill tower. The scale changes. The discipline does not.
Benchmarks hide the earthwork
Cost per square foot averages away the single largest variable on most Southern California sites. Two identical buildings on different ground can differ by thirty percent.
Scope that is implied but not drawn
Shoring, dewatering, traffic staging, utility relocations, testing, and protection of adjacent property rarely appear on a sheet. All of them cost money, and a bidder will price them.
Agency conditions nobody priced
Conditions of approval are construction obligations. They are agreed during entitlement, usually by people whose job is to secure the approval rather than to price it.
Contingency set by habit
Ten percent is the most common contingency in use and the least defensible. The right number follows from how well the scope is actually defined.
One estimate against a moving design
A single number produced at schematic cannot track a design that develops for another year. Three estimates with a written reconciliation between them can.

Plenty of firms can produce a spreadsheet. Very few of them have ever pulled a permit, signed a subcontract, or stood in the trench when the condition turned out to be different from the plan. We have done all three since 1994.
That changes what we will tell you. When a scope is unbuildable as drawn, we say so. When a low bid is too low to survive, we say so. When a schedule assumes a permit that will not arrive on time, we say so. None of that is comfortable and all of it is cheaper than finding out later.

What owners ask before they hire us
What is the difference between a construction manager and a general contractor?
A general contractor holds the construction contract and carries the risk of building the work for an agreed price. A construction manager works for the owner, managing scope, cost, schedule, and quality across the design and construction team without holding the trade contracts.
We are licensed to do both. On most engagements we serve as the owner's construction manager, which keeps our advice free of any incentive to protect a contractor's margin. When an owner wants a single point of construction responsibility, we can also contract the work directly as a general engineering contractor.
At what point in a project should we bring you in?
As early as you have a concept and a site. The largest cost reductions available on any project happen during feasibility and schematic design, when scope, phasing, and grading strategy are still open questions. We are frequently retained before entitlement to test whether a deal pencils at all.
Do you work on public agency projects?
Yes. We provide construction management and inspection support for cities, counties, water and wastewater districts, school districts, ports, and joint powers authorities, including work subject to California public contracting code, prevailing wage requirements, and DSA review.
How do you price your services?
Preconstruction and estimating assignments are typically fixed fee against a defined deliverable. Construction management and owner's representation are usually staffed monthly at agreed rates, sized to the project's complexity and duration. Expert witness work is billed hourly. We will tell you which structure fits before you sign anything.
What geography do you cover?
Our office is in San Diego and the majority of our work is in San Diego, Orange, Los Angeles, Riverside, San Bernardino, and Imperial counties. We have also performed international assignments in Mexico and the United Arab Emirates.
Can you review a budget or bid we already have?
Yes. Independent estimate review and bid validation are among our most common short engagements. We will tell you whether the number is defensible, where the exposure sits, and what a bidding contractor is likely to price differently.
